EXPERIENCE

Mr. Abbas Haghbin has more than 19 years of extensive professional experience. Mr. Haghbin is currently principal Engineer and President at Haghbin & Associates Ltd.. He is a registered key person with the Ministry of Transportation of Ontario (MTO) under Bridge Engineering (Condition Surveys and Bi-ennial Inspections).

Mr. Haghbin is responsible for managing and coordinating bridge and structure condition survey and QC / QA of shotcrete, concrete, asphalt, aggregates, and soils. He has performed the Bridge Condition Survey, visual inspection (OSIM), quality assurance and quality control on numerous Ministry of Transportation of Ontario’s (MTO) projects and has been the direct liaison with the subcontractors. Mr. Haghbin has extensive experience in testing concrete, shotcrete, concrete materials and aggregates. He has directly supervised and implemented numerous detailed bridge deck condition surveys and OSIM inspection for the MTO, regional municipalities, and other road agencies

• MTO 2019-E- 0007- Detailed Bridge Deck Conditions Surveys of 9 Bridges along Hwy 401 in MTO Central Region (2019).

• MTO 4019-E-0008 - Detailed Bridge Deck Conditions Surveys of 11 Bridges in MTO Eastern Region, four (4) in East Area and seven (7) in the West Area (2019).

• MTO 3017-E-0006-003- Detailed bridge condition surveys of three (3) structures Highway 21 for MTO West Region, ON (2019).

• Detailed condition survey of the Bayview Avenue Bridge over Don River (ID 285) in City of Toronto. The bridge is an eight-span twin structure (total deck area 7800 m2) (2019).

• Norfolk County detailed Bridge Condition Studies 2019 - This assignment involves a detailed bridge condition surveys of the following structures: Big Creek Bridge (981602) and Victoria Street Bridge (000004).

• Limited Condition Surveys of Allen Road Under Lawrence Avenue bridge (ID 197), TTC station, City of Toronto.

• Detailed Bridge Condition Surveys of Queen Street Bridge, Town of Newmarket (2019).

• City of Markham. The assignment is to undertake Detail Visual Inspection (DVI) and CCTV inspection of 359 structures under the Bridges and Culverts Inspection Program for 3 years (2019, 2020 and 2021). As part of the inspection program, a total of 110 structures will be inspected in 2019, 119 in 2020 and 130 in 2021. • RFP No. 9117-16-5001 -Hammer Sounding Inspections for The Frederick G. Gardiner Expressway Elevated Portion and ramps (433 spans). The assignment is to identify deteriorated and delaminated areas of F.G Gardiner Expressway (deck soffit, over hang, fascia, piers and pier cap beams) and identify the areas that needs chipping or shoring through a Hammer Sounding Inspection program during Spring 2017 and Fall 2017 (two (2) inspections), City of Toronto (2017).

• MTO 4016-E-0001 – Detailed bridge condition surveys on ten (10) bridges and five (5) retaining walls located on Hwy 417 in Ottawa (2017).

• MTO 3012-E-0001 (MEGA#4 total of 59 structures) (2013-2017)

• The assignment for year 2017 involved detailed bridge condition surveys and reporting for a total of four (4) bridges on Highway 403 in Townships of Burford and Brantford.

• The assignment for year 2016 involved detailed bridge condition surveys and reporting for a total of twelve (12) bridges on Highways 401 and 402 in Middlesex County.

• The assignment for year 2015 involved detailed bridge condition surveys and reporting for a total of eight (8) bridges on Highways 401 and 403 in Oxford County and Brant County.

• MTO 2016-E-0014 – Detailed bridge condition surveys on two (2) bridges and three (3) culverts located on Hwy 404 in Markham and Whitchurch-Stouffville (2017).

• Detailed bridge condition survey and reporting for Gardiner WBL Off-Ramp to Yonge Street in the City of Toronto (2017).

• Detailed Bridge condition survey of Madawaska River Bridge in the Town of Arnprior (2017).

• MTO West Region Consultant Agreement Number 3016-E-0009-003 – Detailed bridge condition surveys for two (2) culverts in the Township of Moore.

• MTO Central Region Consultant Agreement Number 2015-E-0012 – Hwy 8, Safari Rd to Waterloo Rd 43, detailed bridge condition survey of a culvert west of Studiman Road in Hamilton, Ontario.

• Detailed bridge condition survey for Bythia Street Bridge in the Town of Orangeville.

• MTO Central Region Consultant Agreement Number 2015-E-0053 – Detailed bridge condition survey of Little Rouge Creek culvert in the Township of Whitchurch.

• MTO 2016-E-0012 and 2016-E0013- (total of 27 structures) Detailed bridge condition surveys on twenty seven (27) bridges in year 2016 and 2017. Assignment 2016-E-0012 includes a total of seventeen (17) structures located on Hwy 401, Hwy 403 and various interchanges. Assignment 2016-E-0013 includes a total of ten (10) structures located on Hwy 401, Highway 12, QEW, Highway 26, and Highway 400.

• MTO 4015-E-0002- (total of 31 structures) - Detailed Bridge Condition Surveys of 31 bridges in Eastern Region, eight (8) in the East Area and twenty three (23) in the West Area. The assignment for year 2015 involved the investigation and reporting for total of seventeen (17) bridges and for year 2016 involved the investigation and reporting for a total of fourteen (14) bridges.

• MTO 2014-E-0014: The assignment involved detailed bridge condition surveys and reporting for a total of four (4) bridges on QEW/Highway 420 Interchange, Niagara Region.

• MTO 5013-E-0041: limited bridge condition survey for the Boland River Bridge (Site No. 38S-272) in the Township of Raimbault, Ontario.

• MTO 2014-E-0023: Detailed bridge condition surveys and reporting for the rehabilitation of five (5) structures along Highway 427.

• Bridge condition surveys and reporting for a total of five (5) structures (North Mississippi Bridge (SN432020), Fitzroy Harbour Bridge (SN433010), Ashton Bridge over Jock River (SN753150), CNR Airport Parkway Subway (SN055240) and McLean Bridge) in the City of Ottawa.

• Condition surveys and reporting for a total of five (5) culverts (Kilmaurs Rd. Bridge (SN337080), Peter Robertson Rd Bridge (SN547470), Flewellyn Rd Bridge (SN757260), Watters Rd Bridge (SN 897070) and  Ritchie Side Road Bridge) in the City of Ottawa.

• Bridge condition surveys and reporting for a total of four (4) structures (Walkley Rd. (SN056640), South Mississipi Mohrs Rd. (SN432020) and Jockvale Rd. (SN113030)  and Church St. Bridge over Stevens Creek (SN873100)) in the City of Ottawa.

•  MTO 2013-E-0054. The assignment for year 2015 involved detailed bridge condition surveys and reporting for a total of six (6) bridges located on Highway 12 in Gamebridge, Hwy 400 and Finch Avenue Over pass in North York , Hwy 404 and Hwy 7 Overpass in Markham, Ontario.
